In November 2005, the Underground Power Steering Committee received 89 Expression of Interest proposals from 21 Western Australian local governments to participate in Round Four Major Residential Projects in the Underground Power Program.

Early in March 2006, the Steering Committee assessed each proposal against critical power system and feasibility criteria. The assessment was overseen by an independent probity auditor.

In March 2006, the Minister for Energy approved the following shortlist of Round Four Major Residential Projects:

  1. City of Gosnells - Gosnells South
  2. City of Melville - Mt Pleasant North
  3. City of Rockingham - Palm Beach
  4. City of Canning - Wilson West
  5. City of Bunbury - Withers
  6. City of Stirling - Balcatta
  7. City of Joondalup - Greenwood West

Prior to receiving final approval for implementation, more detailed proposals are developed for the short-listed projects in order to finalise designs, boundaries, budgets and community support. Short-listed Expression of Interest proposals are not approved for implementation until all the requirements of the Detailed Proposal Stage are satisfied and only then can the project proceed.

The aim of the Program is to improve the standard of electricity supply to consumers by addressing reliability issues with existing overhead power lines.

The total cost of all Round Four Major Residential Projects is expected to be over $60 million, with the projects being progressively implemented to provide underground power to about 8,200 households over three to four years.

Onsite works on the first of the successful Round Four Major Residential Projects is expected to commence in early 2008.
